at its annual pre-budget consultations. OSPE recommendations
included support for continued infrastructure investment and
the use of Qualifications-Based Selection (QBS) by the government
in all procurement of engineering services for infrastructure

In October 2006, the Environmental Protection Act O. Regulation
153/04, is set to expire and be replaced by a regulatory framework
that will more clearly define individuals who are authorized
to conduct Records of Site Condition (RSCs). As a result, OSPE
representatives have been urging the Ministry of the Environment
(MOE) to reconsider the definition of “Qualified Persons”
under the current regulation in advance of a new regulation
being developed...
After aggressive efforts by OSPE in the area of foreign- trained
engineers, the Federal Conservative Party has altered its initial
proposed policy to establish a national program of accreditation
to recognize the credentials of foreign-trained professionals,
usurping the role from the provincial licensing bodies. Instead
the Party recently announced that if elected they will work
with the provinces to create a Canadian Agency for Assessment
and Recognition of Credentials...
